RESOLVED, That PMAA work with the legislature to enact comprehensive and cost effective purchasing reform for municipal authority procurement practices, advertising, bidding, and prevailing wage.
Resolution 2-09
RESOLVED, That PMAA support SB 419 and HB 795 allowing authorities and local governments the option to electronically publish notices and legal advertisements on the internet instead of in the newspaper.
Resolution 3-09
RESOLVED, That PMAA take the position that any state or federal environmental legislation, regulation, or policy has a comprehensive cost/benefit analysis that identifies environmental benefits and economic impacts. Dedicated funding sources for these initiatives shall be created within the authorizing agency or budgetary legislation associated with the initiative.
Resolution 4-09
RESOLVED, That PMAA urge the legislature to adopt SB 136 amending the Regulatory Review Act requiring that regulations are based on sound, supportable data and that the regulatory agency explain how this data was obtained and why it is considered acceptable.
Resolution 5-09
RESOLVED, That PMAA continue to work with the legislature and the PA Department of Environmental Protection to address the Chesapeake Bay Tributary Strategy, including implementation of a viable nutrient reduction credit trading program.
Resolution 6-09
RESOLVED, That PMAA support a state and/or federal funding program solely designated to help offset over $1.4 billion cost for municipal dischargers and their ratepayers in order to reduce nutrient contributions to the Chesapeake Bay within the Susquehanna and Potomac watersheds.
Resolution 7-09
RESOLVED, That PMAA support prompt issuance of $1.2 billion in bond funds dedicated in Acts 63 and 64 of 2008 for water and sewer infrastructure projects and urge the Commonwealth Financing Authority and PENNVEST to expeditiously disburse the funds.

RESOLVED, That PMAA continue to support land application of biosolids and other types of technologies for reuse of biosolids when done in compliance with state and federal requirements.

RESOLVED, That PMAA continue to work with the PA Department of Environmental Protection and the legislature on issues dealing with restrictions on individual landfill capacity or expansions, statewide capacity issues, and the restructuring and extension of Act 101 funding.

RESOLVED, That PMAA support HB 1069 that allows imposition of a recycling and waste management fee.
Resolution 11-09
RESOLVED, That PMAA encourage member authorities to be involved in the delineation and implementation of local Critical Water Planning Areas.

RESOLVED, That PMAA work with the PA Department of Environmental Protection and the legislature on any legislation introduced addressing the recommendations from the Governor’s Sustainable Water Infrastructure Task Force Report of 2008 to ensure reasonable and workable solutions are established.
Resolution 13-09
RESOLVED, That PMAA work with the PA Department of Environmental Protection and other interest groups in developing regulations under the Water and Wastewater Systems Operators’ Certification Act (Act 11-2002).
Resolution 14-09
RESOLVED, That PMAA encourage the PA Department of General Services to secure contracts for the purchase of hybrid and alternative fuel vehicles so that all levels of government in the Commonwealth can purchase these environmentally efficient vehicles at a savings.
Resolution 15-09
RESOLVED, That PMAA raise awareness among the legislature that the purchase of electricity is typically one of the largest expenditures by water and sewer utilities and encourage the legislature and the PA Public Utility Commission to address cost issues caused by the upcoming expiration date for electric utilities rate caps.
Resolution 16-09
RESOLVED, That PMAA support the PA Department of Environmental Protection in its continued efforts to develop, implement, and provide financial assistance for clean advanced energy including renewable energy as it applies to water and sewer treatment and solid waste disposal facilities in order to improve energy efficiency, the environment, and reduce energy costs.
Resolution 17-09
RESOLVED, That PMAA encourage the legislature to oppose legislation requiring fluoride to be added to public water supplies statewide and support PMAA’s policy position that the addition of fluoride to drinking water is a local decision and a local choice.
Resolution 18-09
RESOLVED, That PMAA urge the federal Environmental Protection Agency and the PA Department of Environmental Protection to base nutrient TMDLs (Total Maximum Daily Loads) on sound science, required regulatory procedures, and cost-benefit analyses to achieve the greatest improvement to the environment and protection of public health.
Resolution 19-09
RESOLVED, That PMAA work with the PA Department of Environmental Protection to insure that the treatment of waste fluids during Marcellus Shale natural gas drilling processes is protective of the environment and public health.
Resolution 20-09
RESOLVED, That PMAA work with the PA Department of Environmental Protection on developing a strategy to address high Total Dissolved Solid (TDS) wastes in sewage treatment plants.
Resolution 21-09
RESOLVED, That PMAA work with the PA Department of Environmental Protection, other state agencies, professional and work force organizations, and higher education facilities to promote workforce development efforts specifically in the area of water and wastewater utilities.

RESOLVED, That PMAA work with the legislature for pension and reimbursement to authorities.
