What is the history of the tapping fee and why is it so important to your authority?  Tapping fees are addressed in Section 5607, the Purposes and Powers for authorities of the Municipality Authorities Act.  This is one of the most challenging and difficult to understand sections of the act.

Learning Objectives:

Tapping Fee: What it is and why your authority needs to know this section of the Municipality Authorities Act.

Connection Fee: Connection of the property from the authority’s main to the property line or curb stop of the property connected and know the differences between actual vs. average costs and what should the customer be paying.

Capacity: Learn what can be included in the capacity portion of your tapping fee from, source of supply, treatment, pumping, interceptors, and outfalls

Collections/Distribution:  Understand which costs can be included in the collection/distribution part of your tapping fee and what capital expenditures should be excluded from the calculation.  

Special Purpose: Fee based on selected groups of customers, learn who should and should not be impacted by this fee.  

Reimbursement: Who pays upfront, who is required to reimburse and is it mandatory or optional.
