Administrative/Environmental Seminar

Held during the fall each year to enable members to network with other PMAA members and to obtain the most up to date information about current environmental issues.

A sample of the 2015 agenda appears below:

Continental Breakfast

Association Legislative and Regulatory Update – PMAA Government Relations Staff will address attendees on current legislative and regulatory issues and review pertinent environmental and infrastructure items in the pending FY 2015/16 budget.

Authority Internal Financial Controls Panel – a panel of Authority Managers, Finance Officers and Auditors, including staff from PA Auditor General’s office, will address attendees on the ongoing need for defined internal fiscal controls.  Recent municipal fraud and theft cases in Pennsylvania has necessitated a thorough review of each operations’ current controls in an effort to prevent further abuses and thefts.

Top Ten Ways to Improve Your Authority – David Busch of Keystone Alliance Consulting, Inc. will explore various methods for improving your Authority from financial planning to communication and training.  Municipal Authorities work 24/7, 365 days a year to provide quality service at an affordable price while dealing with unfunded mandates, aging infrastructure, limited resources and a public that often does not realize the problems and difficulties associated with providing that service.

To keep up it is necessary to stay ahead.  This means that Authorities need to work every day to improve.  It is easy to become overwhelmed by this task, so this presentation will help to give focus to Board members, Authority staff and professionals.

Pennsylvania Water Resources Panel – Representatives of the Susquehanna River Basin Commission (SRBC), Delaware River Basin Commission (DRBC), DEP Water Management Office, and the PA Fish & Boat Commission will participate in the water resources panel presentation.  Discussion will include important water and wastewater issues facing Pennsylvania today, such as impacts to water quality, fish and aquatic life, public health.

Solicitor’s Update – Steve Hann, Hamburg, Rubin, Mullin, Maxwell & Lupin & PMAA Solicitor East – will provide an update on federal and state environmental cases decided during the past year, and will discuss recent federal and state regulatory proposals and initiatives impacting municipal authorities.
