The session is designed to cover a wide variety of topics, including vital information for authority board members and management. Topics include:
PMAA Government Relations Update - PMAA Government Relations staff will discuss the upcoming legislative session, including new House and Senate Committee Chairs on committees we deal with, what 50 newly-elected senators and representatives may mean in the legislature, and what new regulatory issues we may face from DEP.
Authority Board Meeting Safety – Troopers from the Pennsylvania State Police (PSP) Community Service Units have been invited to present on securing and protecting Municipal Authority Open Board Meetings. Due to recent episodes of harassment and violence perpetrated on municipal officials and employees in Pennsylvania, the association has invited the PSP to address both personal safety and active shooter topics at the Association’s BMTs. Attendees are encouraged to discuss their open meeting concerns.
PA Office of Open Records Update - The Pennsylvania Office of Open Records (OOR) promotes and enforces the Pennsylvania Right to Know Law (RTKL) which is designed to ensure that citizens have access to the records of their government. The OOR serves as a resource for citizens, public officials and members of the media who are looking to obtain these public government records. The office’s Chief of Outreach and Training, George Spiess will provide a refresher on the RTKL and how it applies to Municipal Authority operations and will also provide an update on recent changes to the PA Open Meetings law.
Understanding the Key Elements of Public Official Ethics - Attorneys from the Ethics Commission will provide an overview of ethical standards, recent Ethics Commission rulings impacting Municipal Authority officials and address their required Statement of Financial Interest forms. The Ethics Act provides that this form be filed each year the position is held and the year following termination of service.
Municipal Solicitors’ Panel - Local solicitors will address attendees on various issues and topics including the Municipality Authorities Act, employment matters and associated laws. Attendees are urged to come prepared with questions for the panel. This segment of the program has been approved for PA CLE and municipal solicitors are encouraged to attend.
