Ade practices in the firm’s Energy & Environmental Group. Terri Cooper Smith was appointed to the position of Chairman of the Pennsylvania Public Utility Commission’s (PA PUC) Damage Prevention Committee. She presides, directs, and coordinates all Committee activities to ensure that all aspects of Act 50 of PA (Underground Utility Line Protection Law) are adhered to.  She is also a Pipeline Safety Engineer Supervisor where she oversees investigations and inspections of pipeline utilities for the Safety Division of the PA PUC. Terri has a degree in Civil Engineering from the Massachusetts Institute of Technology with a concentration in Architecture and has been certified by the Pipeline and Hazardous Materials Safety Administration (PHMSA) as Lead Inspector in numerous areas of pipeline safety.

Charlotte Katzenmoyer graduated from the University of Akron with a Bachelor of Science in Civil Engineering and graduated from Lehigh University with Master of Science in Environmental Engineering. Bill is the Chief Executive Officer of PA One Call System.  He has been involved in many roles and positions within the one call damage prevention industry since 1974 (46 Years) when he was employed by Bell of Pennsylvania.  He serves on the PA PUC Damage Prevention Committee. He founded One Call Systems International in 1975 to spread the “Call Before You Dig” concept. Bill served on the original PHMSA Common Ground Study 97-8 which created the Common Ground Alliance (CGA), and continues to serves on CGA’s Best Practices and 3 other committees of the CGA.  Bill earned the One Call Industry Pioneer Award and had the honor of being the 4th inductee into the CGA Hall of Fame (2007). He holds a “life” membership in APWA, served on the ULCC Temporary Marking Color Code Committee, is a current member of the UPROW Committee and is an active member of One Calls of America.  He serves on the PA PUC 911 Task Force, and is a member of the N11 Essential Service Interoperability Council. Bill is married, has two daughters, and four grandchildren, is a Navy Veteran who served in Vietnam and has been an active member of the Civil Air Patrol.

Jonathan (Jon) Klotz was hired by Mount Pocon o Municipal Authority as Executive Director in March of 2018 to oversee operations, finances, and a construction project ($21,000,000 Spray Irrigation System and plant upgrade). Jon is an advocate for centralization of rural utilities service and the rehabilitation of utilities infrastructure. In the time since his hire, Jon received a grant package specific to technological upgrades and has greatly helped Jon and Mount Pocono Municipal Authority get closer to the goal of bringing predictive and augmented technology to life for small government. Jon is a Pennsylvania licensed operator of water (D, De 1,2,6,8,13, 14) and wastewater (A,E 1-5) and was a small business owner for 13 years. He received his Bachelors degree in Mathematics from Penn State University and an Associates degree in Environmental Science from Reading Area Community College. Jon has used his experience in the private sector to equate successes for a public entity, Municipal Authority.

Pierre O. MaCoy, P.G., is a Hydrogeologist with the Susquehanna River Basin Commission (SRBC).  He previously worked 10 years in private consulting, focusing on geotechnical, stormwater, and geophysical investigations and design with a concentration in carbonate settings in the Mid-Atlantic region.  Mr. MaCoy also developed potable water supplies, reclaimed abandoned mines, and focused on karst-appropriate stormwater design.  He is currently in his 8th year in the Planning and Operations department at the Commission, focusing on developing consumptive use mitigation water storage, innovative stormwater and groundwater recharge  projects.

Kathy Pape is an attorney in the Public Finance practice group at McNees Wallace & Nurick. Bethany Salvatore is a member of Cozen O’Connor’s Labor and Employment Department. John Sweet is a staff attorney at the Pennsylvania Utility Law Project (PULP) where he provides legal representation, advocacy, training, consultation, and support services in energy and utility matters affecting low-income residents of Pennsylvania. Prior to joining PULP, John worked as a staff attorney at North Penn Legal Services where he represented low-income clients in various matters including bankruptcy, foreclosure, and housing issues. Prior to North Penn, John was a participant in the Dauphin County Attorney Incubator program where he represented both individual and corporate clients in various matters.

Adrienne Vicari, P.E., is the Financial Services Practice Area Leader at Herbert, Rowland & Grubic, Inc. (HRG). In this role, she has helped the firm provide strategic financial planning and grant administration services to numerous municipal and municipal authority clients. As communities have developed a growing need for increased stormwater management funding and utility valuation, she has become an industry leader in these areas. Adrienne is currently serving as project manager for several projects involving the creation of stormwater authorities or the addition of stormwater to the charter of existing authorities throughout Pennsylvania. Adrienne has more than 15 years of experience in financial consulting, project management, and engineering design for municipal wastewater, water and stormwater clients.  She earned her bachelor’s degree in civil engineering from Valparaiso University and is a licensed professional engineer in Pennsylvania and Ohio. Adrienne is an active member of the Pennsylvania Municipal Authorities Association.

Bob Winters has been the Protective Security Advisor assigned to Pittsburgh for the US Department of Homeland Security since the inception of the position in 2005.  In this role, he facilitates and coordinates the protection of critical infrastructure with owners, operators and public safety partners in 32 counties of Western Pennsylvania. Originally from Pittsburgh, Bob had a 23-year training and security career in the active duty Air Force.  He has a Bachelor’s Degree in History from the University of Colorado and a Master's Degree in Public Administration from Eastern Washington University.  He is a 2001 graduate of the FBI National Academy and has been an ASIS Certified Protection Professional since 2010.
