Devin is the Chair of the Privacy & Data Security group of McNees. He began working on cybersecurity issues in 2005, when he represented banks to recover credit card replacement costs from national retailers who failed to safeguard such information; his clients prevailed in some of the first successful data breach lawsuits in U.S federal courts. He counsels clients on policies and procedures to limit the risk of data exposure events, including developing of data security policies, privacy disclosures, breach response plans, and associated training programs. He regularly advises clients on compliance with federal, state, and international privacy laws, including the EU GDPR. He also helps businesses respond to data breaches, including in rectifying and reporting those events, and in limiting their potential liability for such events. Terri Cooper Smith was appointed to the position of Chairman of the Pennsylvania Public Utility Commission’s (PA PUC) Damage Prevention Committee. She presides, directs, and coordinates all Committee activities to ensure that all aspects of Act 50 of PA (Underground Utility Line Protection Law) are adhered to.  She is also a Pipeline Safety Engineer Supervisor where she oversees investigations and inspections of pipeline utilities for the Safety Division of the PA PUC. Terri has a degree in Civil Engineering from the Massachusetts Institute of Technology with a concentration in Architecture and has been certified by the Pipeline and Hazardous Materials Safety Administration (PHMSA) as Lead Inspector in numerous areas of pipeline safety.

Ms. Hakundy-Jones is a licensed Professional Geologist.  She joined the Pennsylvania Department of Environmental Protection in Spring 2019 to work in the Source Water Protection Program.  Through this program she prepares plans to help Community Water Supplies (CWS) protect the sources of their drinking water.  These sources may include groundwater, streams, lakes, reservoirs, etc.  Throughout most of her career, Ms. Hakundy-Jones worked as an environmental geologist identifying and delineating sources of groundwater and soil contamination, and assisting in the remediation of the contamination.  She served as executive director of the Pennsylvania Council of Professional Geologists (PCPG).  She is an active member and past president of the Paxton Creek Watershed & Education Association.  Ms. Hakundy-Jones received her Bachelor of Science Degree in geology from Muskingum College and her Master of Science Degree in hydrogeology from the Ohio State University.

Charlotte Katzenmoyer graduated from the University of Akron with a Bachelor of Science in Civil Engineering and graduated from Lehigh University with Master of Science in Environmental Engineering. Bill is the Chief Executive Officer of PA One Call System.  He has been involved in many roles and positions within the one call damage prevention industry since 1974 (46 Years) when he was employed by Bell of Pennsylvania.  He serves on the PA PUC Damage Prevention Committee. He founded One Call Systems International in 1975 to spread the “Call Before You Dig” concept. Bill served on the original PHMSA Common Ground Study 97-8 which created the Common Ground Alliance (CGA), and continues to serves on CGA’s Best Practices and 3 other committees of the CGA.  Bill earned the One Call Industry Pioneer Award and had the honor of being the 4th inductee into the CGA Hall of Fame (2007). He holds a “life” membership in APWA, served on the ULCC Temporary Marking Color Code Committee, is a current member of the UPROW Committee and is an active member of One Calls of America.  He serves on the PA PUC 911 Task Force, and is a member of the N11 Essential Service Interoperability Council. Bill is married, has two daughters, and four grandchildren, is a Navy Veteran who served in Vietnam and has been an active member of the Civil Air Patrol.

Jonathan (Jon) Klotz was hired by Mount Pocon o Municipal Authority as Executive Director in March of 2018 to oversee operations, finances, and a construction project ($21,000,000 Spray Irrigation System and plant upgrade). Jon is an advocate for centralization of rural utilities service and the rehabilitation of utilities infrastructure. In the time since his hire, Jon received a grant package specific to technological upgrades and has greatly helped Jon and Mount Pocono Municipal Authority get closer to the goal of bringing predictive and augmented technology to life for small government. Jon is a Pennsylvania licensed operator of water (D, De 1,2,6,8,13, 14) and wastewater (A,E 1-5) and was a small business owner for 13 years. He received his Bachelors degree in Mathematics from Penn State University and an Associates degree in Environmental Science from Reading Area Community College. Jon has used his experience in the private sector to equate successes for a public entity, Municipal Authority.

Bethany Salvatore is a member of Cozen O’Connor’s Labor and Employment Department. He is currently responsible for the following programs: Damage Prevention, Cross Bore Awareness, Public Awareness, including outreach to Emergency Management, and has presented in several state and national forums and authored several industry articles for publication. Eric has been in the natural gas distribution industry since 1979. In his over 40 years of industry experience, all with UGI, he has held numerous positions in operations, engineering, marketing, public safety and compliance. He has a B.S. Management from Pennsylvania State University.

Bob Winters has been the Protective Security Advisor assigned to Pittsburgh for the US Department of Homeland Security since the inception of the position in 2005.  In this role, he facilitates and coordinates the protection of critical infrastructure with owners, operators and public safety partners in 32 counties of Western Pennsylvania. Originally from Pittsburgh, Bob had a 23-year training and security career in the active duty Air Force.  He has a Bachelor’s Degree in History from the University of Colorado and a Master's Degree in Public Administration from Eastern Washington University.  He is a 2001 graduate of the FBI National Academy and has been an ASIS Certified Protection Professional since 2010.
