The Municipal Authorities Act outlines the process of calculation and implementing Capital Charges Fees for new customers. These include a Connection Fee, Customer Facilities Fee and Tapping Fees.

Constance Heppenstall, Senior Project Manager, Gannett Fleming Valuation and Rate
Consultants, LLC

She has over 13 years of experience in developing revenue requirements, capital
charges fees and cost of service studies for water and sewer systems for both municipal
clients and private companies. She has presented expert testimony before utility regulatory commissions in Pennsylvania, Arizona, Kentucky, Virginia, West Virginia,
Indiana, Hawaii, and Missouri.

Ms. Heppenstall is a registered Municipal Advisor and is a member of the American
Water Works Association, the Pennsylvania Municipal Authorities Association and
the National Association of Water Companies.


Greg Herbert, Rate Analyst, Gannett Fleming Valuation and Rate Consultants

He has over 2 years of experience in billing analysis, and assisting with developing
revenue requirements, capital charges fees and cost of service studies for water and sewer systems for both municipal clients and private companies.

Mr. Herbert is a member of the American Water Works Association, the Pennsylvania
Municipal Authorities Association and the National Association of Water Companies.
