So, You Think You Know the Municipality Authorities Act?

The Municipality Authorities Act ("MAA") is the most referred to source of information regarding the day-to-day operations and management of Pennsylvania municipal authorities. However, often, the answer to a question regarding a municipal authority's operations or management may not be readily clear from a cursory review of the MAA.

Also, certain issues municipal authorities deal with on a regular basis are not addressed by the MAA. The purpose of the webinar will be to address issues in the MAA and a few related laws, such as reorganization, board member appointments, municipal authority rules/regulations, and fiscal matters.

This session will:

  • Provide insight on day-to-day operation and management issues that are addressed by the MAA and those that are addressed by other statutes

  • Cover the reorganization process (including board appointments - when they can be made, when terms expire, etc.)

  • Discuss voting conflicts and proper procedure for board members

  • Address the proper scope of municipal authority rules and regulations

  • Explore the proper conduct of meetings and how to avoid problems that often arise in connection with such meetings

  • Analyze conflict issues for board members
