PMAA Guidance to Municipal Authorities During COVID-19 Pandemic
Residents are being advised to use the Department of Health’s (DOH) Vaccine Provider Map to find a vaccine provider nearest them. DOH will continue to update the map as the federal government increases the number of pharmacy chains receiving vaccine through the Federal Retail Pharmacy Partnership. People without internet access can contact the Health Hotline by calling 1-877-PA-HEALTH (1-877-724-3258).

Municipal authority employees eligible for Phase 1C vaccinations starting April 13th
PMAA Works to Secure Utility Assistance Relief Funding for Members - In our ongoing efforts to secure COVID-19 relief funding for our members, PMAA government relations staff is working with the Wolf Administration and others regarding implementation of the Rental and Utility Assistance Grant Program as established under Act 1 of 2021. We have established that Municipal authorities are, in fact, eligible for the $569 million allocated to all 67 counties under this program. Further information and program updates can be found here.
PMAA Urges Congress to Include Municipal Authorities in Next COVID-19 Package - On February 3rd, PMAA co-signed a letter to House and Senate leadership requesting support for the Special Districts Provide Essential Services Act (H.R. 535/S. 91). This legislation would allocate critically needed financial relief to municipal authorities resulting from the COVID-19 pandemic as many have not been able to access federal assistance up to this point. During the COVID-19 (coronavirus) pandemic, the health and safety of municipal authority customers and their employees is PMAA’s top priority as they provide essential services like drinking water, wastewater, trash disposal and other critical community services to homes and businesses across the Commonwealth.
In an effort to mitigate impacts of COVID-19, PMAA encourages municipal authorities to initiate continuity of operations and preparedness response plans, as well as enact measures to assist anticipated economic impact on customers, including but not limited to the below guidance:
• Placing moratorium on shutoffs
• Restoring service to previously shutoff customers
• Suspending or waiving late charges or fees
• Instituting payment assistance plans
PMAA continues to monitor and evaluate updates from and consult daily with state and federal agencies, as well as other appropriate organizations, and will provide additional guidance, as necessary, to support municipal authorities, their employees and the communities they serve.
